The City of Brampton’s Development Charge Reduction Program (DCRP) supports new residential development in Brampton by reducing eligible City development charges.
The program is retroactive to March 31, 2026, and runs through March 30, 2029, subject to all eligibility and occupancy requirements.
- 50 per cent reduction for eligible residential dwelling types.
- 65 per cent reduction for eligible condominium apartments in buildings of at least five storeys that are registered as a condominium at occupancy.
- Applies city-wide.
- No separate application is required for the general DCRP.
- The reduction applies to the City’s portion of eligible residential development charges. This is not a direct grant to developers.
Development Charge Reductions
50 per cent reduction
Eligible residential dwelling types may receive a 50 per cent reduction on the City’s portion of applicable residential development charges.
Eligible dwelling types include:
- single and semi-detached homes
- row and townhouse units
- apartment units
- other eligible residential dwelling types under the City’s Development Charge By-laws
65 per cent reduction
Eligible condominium apartments in buildings of at least five storeys may receive a 65 per cent reduction when the development is registered as a condominium at occupancy.
If the development is not registered as a condominium at occupancy, the 50 per cent reduction applies, subject to all other program requirements.
Eligible Development Charges and Costs
The DCRP reduces the City’s portion of eligible residential development charges. It does not reduce:
- Region of Peel, GO Transit or education development charges, where applicable
- community benefits charges
- parkland dedication or cash-in-lieu requirements
- planning or building permit fees
- other applicable municipal fees or development-related costs
Non-residential development is not eligible. Eligible residential units within a mixed-use development may qualify.
Calculation of the Reduction
The DCRP is based on the applicable City residential development charge rate in effect on March 30, 2026.
Eligibility Requirements
A qualifying building permit must:
- authorize footings and foundations
- be issued after March 30, 2026, and no later than March 30, 2029
- remain valid and not be revoked
For high-rise development, the above-grade building permit must be issued within 24 months of the qualifying footings and foundations permit.
The development must be authorized for occupancy within 30 months of the qualifying building permit being issued.
The City may approve an extension to 36 months and, where applicable requirements are met, a further six months for a maximum of 42 months.
Extension requests must be made in writing before the applicable deadline.
Apply the Reduction
There is no separate application for the general DCRP. The City will apply the applicable reduction when development charges are calculated for an eligible residential building permit application.
Applicants should provide:
- unit type and size
- tenure
- project phasing, where applicable
Retroactive Refunds
If the qualifying permit was issued after March 30, 2026, and City development charges have already been invoiced or paid, email a written request to Admin.Development@brampton.ca with the building permit number and proof of payment, if paid. The City will confirm eligibility and issue an updated invoice or refund.
A refund issued before the occupancy deadline does not confirm final eligibility. All program requirements must still be met.
Purpose-Built Rental Projects
Eligible purpose-built rental projects are assessed under the separate Purpose-Built Rental (PBR) Development Charge Incentive Program.
PBR reductions range from 50 to 100 per cent, depending on the project and applicable requirements.
The PBR program requires:
- a separate application
- available program allocation
- City agreement registered on title
- a minimum 25-year rental-tenure commitment
The PBR program has been extended to March 30, 2029, to align with the DCRP program period. DCRP and PBR reductions are subject to their respective program requirements and are not combined.
Developer Considerations
- Review the DCRP eligibility early in the development process.
- Identify applicable development charge credits, exemptions, rate freezes and other incentives.
- Include unit type, size and tenure information with the building permit application.
- Obtain the above-grade permit within 24 months of qualifying permit.
- Track the 30-month occupancy deadline and submit an extension request before the deadline.
- Seek early City confirmation for phased or complex projects.
Program Background
On August 31, 2026, Brampton City Council amended the City’s 2024 Development Charge By-laws to provide reductions to the City’s portion of eligible residential development charges.
Council also extended the Purpose-Built Rental Development Charge Incentive Program to March 30, 2029, to align with the DCRP program period.
The DCRP is part of the Canada-Ontario Partnership to Build, through which Ontario funds housing-enabling infrastructure in municipalities that reduce residential development charges for at least three years.
