The Brampton Mobility Plan or “BMP” is the City's latest Transportation Master Plan that serves to guide the City’s long term transportation infrastructure investment to support future growth over the next 25 years. It builds on the transportation policies identified in Brampton Plan and will be updated approximately every 5 years to ensure it reflects the latest growth projections, trends, and municipal priorities.

The BMP was developed in accordance with the Municipal Plan Environmental Assessment (EA) process for Master Plans which includes consultation with the public, stakeholders and Indigenous communities. It was undertaken in 4 phases:

  • Phase 1: Background review and technical memos
  • Phase 2: Development of the Decision-Making Framework
  • Phase 3: Scenario Development & Evaluation of Scenarios
  • Phase 4: Confirmation of the Preferred Scenario & Final Report

The 2015 Transportation Master Plan reflected the state of Brampton and of transportation planning at that point in time, where the city was still primarily suburban in nature and where congestion was seen as something that building new roads and adding lanes to existing roads could solve. The BMP is reflective of direction in the 2040 Vision and Brampton Plan, is predicated on a shift from moving cars to moving people.

Complete streets are context-sensitive and consider many factors, including the street’s role in the larger transportation network, adjacent land uses, character and available right-of-way space. Complete streets aim to provide safe and comfortable conditions for all travellers and prioritize vulnerable users by providing dedicated space in the roadway for pedestrians, cyclists, and transit users. For pedestrians, the dedicated space could include amenities such as sidewalks, pedestrian signals or crosswalks; for cyclists this could include bike lanes or multi use paths; for transit users this could include bus shelters and convenient connections; for drivers this could include optimized traffic signals etc. In a Complete Street, design solutions for each street are tailored to its location, context and surrounding land use.

The BMP focuses on optimizing the people moving capacity of the roadway through implementation of complete streets with dedicated transit and active transportation infrastructure that can move higher numbers of people than single occupancy vehicles.​

Each recommended Higher Order Transit corridor (BRT or LRT) will require further study to confirm need and identify the preferred transit solutions. Such studies would consider transit technology options, corridor alignment, lane configuration, and stop locations.

The BMP envisions a progression of transit service types. Where new higher order transit corridors are proposed, these improvements will be phased – with Zum service first, then later upgraded to BRT or LRT.

The planning for and implementation of Higher Order Transit service is conditional on the availability of funding from municipal sources and other levels of government.
