Brampton’s Enforcement Officers deliver measurable results with quicker complaint resolution, stronger enforcement

BRAMPTON, ON (September 25, 2025) – The City of Brampton is reporting strong progress and delivering measurable results for residents from the continued implementation of the Enforcement Operational Review recommendations, a comprehensive plan to modernize and improve enforcement across Brampton. Guided by City Council direction and community feedback, the City is implementing the recommendations in phases, with immediate, medium- and long-term improvements.

Results from phase one of the implementation of the Enforcement Operation Review recommendations (from January 1 to September 1, 2025):

  • 94,884 parking penalty notices issued year-to-date, increased by 11 per cent in the same time last year.
  • 564 per cent increase in property standards penalty notices, from 121 to 804 compared to the same time last year.
  • 100 per cent response rate for urgent parking safety issues.
  • 94 per cent increase in fines due to strategic and enhanced enforcement.
  • 93 per cent increase in proactive external property standards inspections, from 374 to 720 compared to the same time last year.
  • 83 per cent faster resolution of top-priority property standards complaints, reduced from 51 days to 9 days.

In the first phase, the City has transitioned to a proactive parking enforcement model, introduced increased penalties for repeat offences, enhanced the towing process, conducted regular proactive by-law inspections and launched patrols in high-priority areas. These changes have enabled officers to resolve complaints faster, respond to urgent safety issues quicker and carry out more proactive inspections and penalties to support compliance.

The results of these actions demonstrate the impact of improved service delivery, transparency and responsiveness, underscoring the City’s commitment to effective enforcement that strengthens accountability and builds safer, cleaner and more vibrant communities.

Having completed the first phase of the implementation strategy, over the next year, the second phase will focus on recommendations that encourage behaviour change to improve compliance and reduce repeat offences through education and enforcement. The City remains committed to providing residents with regular updates on progress and outcomes, ensuring the community remains informed and engaged as these improvements continue.

Understanding and following local by-laws helps keep the community safe and is an important part of being a good neighbour. Visit brampton.ca/bylaws to learn more about how to contribute to a vibrant, safer and more welcoming Brampton.

Quotes

“Brampton residents expect enforcement that is fair, consistent and responsive, and these results prove our officers are delivering. Urgent safety issues, such as unsafe living conditions that once took nearly two months to address, are now resolved in just over a week, giving residents safer homes sooner and reducing risks to health and safety. Residents told us they wanted stronger enforcement, and we are delivering on that promise. We will continue building on these successes to make Brampton’s neighbourhoods even safer and stronger.”
- Patrick Brown, Mayor, City of Brampton
“We still have more work to do but we can see progress from eight months of data that the new operating model and improved service standards in by-law is making a difference. Our Enforcement Officers are on the ground every day ensuring our neighbourhoods remain safe, clean and welcoming. These results speak to their hard work and dedication. Proactive enforcement prevents issues before they escalate, and stronger enforcement has led to consistent action against repeat offenders, fostering fairness for those who follow the rules. When residents know and follow local by-laws, it helps keep our entire community safe and thriving. I encourage everyone to stay informed, do their part and help build stronger neighbourhoods across Brampton.”
- Rowena Santos, Regional Councillor, Wards 1 and 5; Chair, Legislative Services Section, City of Brampton
“Our progress this year highlights the impact of a proactive, community-focused approach to enforcement. With stronger training, supervision and protocols, our officers are resolving complaints faster and maintaining a 100 per cent response rate on urgent safety issues such as blocked fire routes and hydrants. Just as importantly, every interaction between an officer and a resident is an opportunity for education, working with the community to build awareness, prevent future offences and make neighbourhoods safer. I am proud of the difference their hard work is making every day.”
- Robert Higgs, Director, Enforcement and By-law Services, City of Brampton
