Deloitte concludes Council-authorized investigation

BRAMPTON, ON (September 29, 2021) – Independent investigator and forensic auditor Deloitte has completed its investigation of allegations regarding administrative conduct, including personnel matters, received by Brampton City Council on April 22, 2021.

In addition to reviewing the allegations, City Council directed Deloitte to open an anonymous portal to provide an opportunity for employees and residents who may wish to report any matters related to City process or personnel.
 
After a comprehensive investigation by Deloitte, there were no findings of any unlawful activity or discriminatory behaviour by its employees and third party vendors.  
 
Of the public allegations received by Deloitte, the report found that corporate policies have been followed in all but two instances of administrative non-compliance with City policies and standard operating procedures at the Director-level, one regarding the lack of a completed limited tendering form for an extension of existing work and another regarding the lack of a limited tendering form. City efforts are currently underway to automate aspects of the Finance process, with the intention of reducing documentation-related compliance risks.
 
A summary of Deloitte’s findings with respect to each of the six Council-directed areas of investigation are outlined below.

1. Hiring practices
Deloitte investigated allegations of improper hiring, which were not substantiated upon review or lacked sufficient detail to investigate further. 

2. Procurement issues
Four of the six contracts investigated by Deloitte complied with the Purchasing By-law and standard operating procedures. Deloitte identified one instance of non-compliance with City policies and standard operating procedures related to the lack of a completed limited tendering form for an extension of existing work, and one for the lack of a limited tendering form, both at the Director-level.

3. Discriminatory allegations
Allegations of discriminatory behaviour were not substantiated or lacked sufficient detail to investigate further.

4. Workplace bullying and harassment
At the time the investigation was concluded, no conclusion was reached with respect to allegations of violations of City policies and standard operating procedures in effect at the time.

5. Destruction of information
Allegations of destruction of information were not substantiated.

6. Standard policy and procedure compliance
Upon review of allegations of improper compensation, Deloitte did not identify any evidence of a raise being given outside of standard process nor due to favoritism from a pre-existing relationship. In reviewing allegations of improper employee transfer, Deloitte did not identify any policy violations.

These conclusions are further supported by previous reviews of this matter by the Ontario Ombudsman and the Peel Regional Police.
