Program Overview

The City of Brampton’s Residential Rental Licensing (RRL) Program establishes clear standards for safe, well-maintained rental housing, requiring homeowners renting one to four residential units to obtain an annual licence prior to operating. Licence applications and renewals are free. A licence is required for the following property types:

  • Single Dwelling Units: Whole residence, no additional units
  • Two-Unit Dwellings: Principal residence plus one Additional Residential Unit
  • Multi-Unit Residential Dwellings: More than one Additional Residential Unit, including triplexes, fourplexes and garden suites

Program Updates Effective January 1, 2026

  • Proof of Insurance: All property owners must submit proof of insurance completed or issued by their insurance company or broker confirming compliance with minimum program requirements ($2 million liability coverage). This requirement helps ensure rental properties are properly covered in the event of accidents, damage or emergencies, protecting tenants, neighbours and property owners.
  • Landlord Education Module: All applicants are required to complete a one-time online educational module as part of the licence application. This ensures applicants understand minimum operating requirements. The City’s Study Guide (Webpage​ or PDF​) contains all information required to complete the ten-question module. Completed modules are linked to the applicant’s email address and saved for future applications submitted using the same email.

RRL Licence Process: Step-by-Step

All ARUs must be registered with the City before applying for a RRL licence to ensure compliance with the Ontario Building Code through required permits and inspections. For information about registering an ARU, click here.​

  • Ensure all rental units comply with safety, fire and property standards.
  • Ensure all rental units have appropriate insurance coverage based on the type of rental (​minimum $2M liability coverage).

  • Submit the online RRL application​ with all required documents and provide consent for the City to verify that your property meets safety, fire and maintenance standards.
  • ​A landlord educational module is required to be completed before submitting an application.
  • A completed Certificate of Insurance is required to be submitted with the application.
  • The licence application is free.​​

  • Once approved, your RRL licence will be emailed.
  • Post the licence in a visible location inside the rental unit. 
  • Maintain compliance with licence conditions and renew licence annually.

Key Licence Requirements for Landlords

  • Maintain adequate insurance (minimum $2M liability).
  • Follow occupancy limits and only provide rooms for sleeping if they have been approved under a building permit.
  • Provide legal p​arking only (no parking on grass, roadways, walkways or unapproved areas).
  • Maintain the property, including lawn care, snow removal and waste storage.
  • Provide tenants with fire safety instructions, emergency contact information, parking rules and waste guidelines.​

Key Fire Safety Requirements

  • Install and maintain smoke and carbon monoxide (CO) alarms as required.
  • Test smoke and CO alarms regularly, including after tenant changeover.
  • Ensure fire doors self-close and latch properly.
  • Keep exits, fire doors and exit signs (where required) clear and unobstructed.
  • Keep signs and emergency lighting operational during power outages, as required.
  • Maintain clear space around heating equipment and do not use mechanical rooms and furnaces for storage.
  • Use approved fire-rated materials where required to maintain fire separations. Do not use household foams or sealants.
  • Tenants must not disable or tamper with fire safety equipment and must report concerns, including non-working alarms to the landlord promptly.​

Compliance & Enforcement

Operating without a licence or having an unregistered ARU is a serious offence that poses risks to tenants and the community. Non-compliance can prevent obtaining or renewing a licence, meaning the property cannot legally be rented.

  • Unregistered ARU: minimum $1,000 fine
  • Non-compliant licence: minimum $750 fine
  • Fire Safety Inspection Orders: starting at $3,000
  • Building Code Act offences: up to $50,000+​​
