Stop signs designate the right of way for pedestrian and vehicular traffic at an intersection. Stop signs are not effective at reducing vehicle speeds or minimizing traffic volume into neighbourhoods.

All-way stop signs are installed where:
- traffic volumes are significant
- there is an even distribution of traffic from different approaches (north/south vs. east/west)
- there is a history of collisions at an intersection
- the sightlines of motorists at the intersection are impeded
