Secondary Planning for the Mount Pleasant area was initiated in 2004 in response to Council’s direction to develop a "Smart Growth" community, which will serve as an exemplary community for future development in North West Brampton building on the principles of Transit-Oriented Development and environmental sustainability. This community is adjacent to the Mount Pleasant Village Mobility Hub centred around the GO Transit Station, providing both communities regional and local higher order transit service. Mixed use, higher density development is to be provided at transit nodes along a Transit Spine Road providing convenient pedestrian access to transit services and local amenities.
The Mount Pleasant Secondary Plan has provided strong policies and implementation mechanisms that will deliver a substantially enlarged and considerably improved Natural Heritage System (NHS) over the current conditions, totalling approximately 360 acres. That represents an increase over the current 8% of natural cover to 17% natural cover.
The Plan also includes provisions for conservation of heritage resources; a hierarchy of parks and retail and commercial designations; strategically placed schools and places of worship; and gateways, networks of trails and pathways connecting the community with existing and future communities, all with a high level of urban design and compliance with the principles of the Provincial Growth Plan. Innovative policies, implementation tools and processes have been established that includes commitments at the Federal, Provincial, and municipal level as well as landowners and approval agencies to provide for the early provision of the necessary infrastructure to bring this plan into a reality.
The Mount Pleasant Area 51 consists of about 870 hectares (2,100 acres) and is bounded by Mayfield Road to the north, Mississauga Road to the west, Bovaird Drive to the south, with the existing Fletcher’s Meadow community to the east.
Specific policies to guide the planning of the North West Brampton and the Mount Pleasant Secondary Plan form part of the planning instruments known as ROPA 15 and OP93-245 that were approved by the Ontario Municipal Board in December 2006 expanding the urban boundaries of the Region of Peel and Brampton Official Plans.
Prior to City Council adopting OP93-245, staff were directed to incorporate the evaluation of the "Mount Pleasant Village Smart Growth Community Concept" into the work program for the North West Brampton Urban Expansion Area and to recognize the lands east of Mississauga as a potential first phase of urban development.
As part of the secondary planning process, the City retained a number of consultants to undertake the component studies (environmental, community design, transportation, open space, cultural heritage, retail, servicing, etc.). The findings of these studies assisted staff in the preparation of a secondary plan that implements the principles of transit-oriented development and new urbanism.
Following extensive consultation including workshops and a Public Information Session in 2008, a Recommendation Report was presented to Planning, Design and Development Committee at the December 7, 2009 meeting.

The Mount Pleasant Secondary Plan is now complete and block planning for the first sub-area has been initiated.
An Official Plan Amendment has been filed to implement Block Plan sub-area 51-1 within the Mount Pleasant Secondary Plan. A Recommendation Report was submitted to the September 8, 2010 Planning, Design and Development Committee meeting, and the Block Plan was approved in principle by Council on September 15, 2010. A Notice of Study Completion for the Mount Pleasant Block 51-1 Collector Road Environmental Assessment Study and Transportation Study was issued August 19, 2011.
