​​​​​​​The Toronto Gore Estate area is located east of Goreway Drive, north of Castlemore Road, west of The Gore Road and south of Countryside Drive.

The Estate housing of this community represents an example of a historical development pattern, which offers a rural lifestyle within an urban setting. With the focus of development in Brampton changing to higher density forms of housing to support future growth and economic development, it is an appropriate time to review the rema​ining undeveloped areas of the Toronto Gore Estate area.

The purpose of the Toronto Gore Density Policy Review is to assess the Toronto Gore community in two distinct geographic areas as follows:

1. Established Toronto Gore Estate Residential Community

  • To identify character defining elements of Toronto Gore
  • Policy options to protect this character

2. Undeveloped Lands in the Southeastern Quadrant of Toronto Gore

  • To examine the potential for urban densities on full municipal services
  • Consider transportation, infrastructure and parkland needs
  • Recommend a strategy and policy framework to be added to Brampton’s Official Plan and consider developing a Secondary Plan for The Toronto Gore (Area 26), if warranted.

Status Report

Status Report was forwarded to Planning & Development Committee on January 28, 2019 and to Council on February 6, 2019. This Report requested that staff undertake public consultation to present the preliminary findings and options of the Toronto Gore Density Policy Review.

The City held an in​formal Open House on March 20, 2019 at Professor’s Lake Recreation Centre to introduce the study, discuss findings from the background research and analysis and receive feedback from residents.​

Public Open House #2 - Electronic Participation

As the Province of Ontario has declared a State of Emergency and continues to take significant steps to limit the transmission of the COVID-19 virus, the City of Brampton continues to protect the health and safety of the public, Council, and employees, while at the same time proceeding with the Toronto Gore Density Policy Review and engaging the community for their input.

The Public Open House #2 will be held virtually by viewing an on-line presentation, in accordance with Bill 187, the Municipal Emergency Act, and orders made under the Emergency Management and Civil Protection Act.

Virtual Statutory Public Meeting

A virtual statutory public meeting will be held on Monday, April 12, 2021 at 7:00 p.m. at the Planning and Development Committee meeting to provide information to the public and seek feedback on the proposed policy recommendations for the undeveloped lands that are located in the southern quadrant of Toronto Gore. NOTE: There will be no proposed policy recommendations presented at the April 12, 2021 statutory public meeting with respect to the established estate residential area in Toronto Gore. Further analysis and public consultation for the established estate residential area is required.

Recommendation Report and Official Plan Amendment

On June 7, 2021, a Recommendation Report, that recommended that an amendment to the Official Plan be approved to implement the Toronto Gore Density Policy Study recommendations to permit urban densities on the undeveloped lands in the southern quadrant of Toronto Gore was approved by Planning and Development Committee.

On June 16, 2021, City Council adopted Official Plan Amendment OP2006-197 as By-law 137-2021.

The City’s Clerk Office issued Notice of Passing of Official Plan Amendment OP2006-197​ on July 1, 2021, with July 21, 2021, being identified as the last day of appeal. No appeals were filed.

Draft Official Plan (Brampton Plan) - Established Rural Estate Residential Policies

The Toronto Gore Density Policy Review study recommendations completed by SGL Planning will be captured within Brampton’s new Official Plan - Brampton Plan. Two virtual open houses related to the draft Brampton Plan will be held on Wednesday, May 18th at 7:00 p.m. and Thursday, May 19th at 1:00 p.m. and a statutory public meeting is scheduled to be held on Monday, May 30th, 2022 at 7:00 p.m. The open houses and statutory public meeting provides an opportunity for you to speak and/or provide written comments on the entirety of the draft Brampton Plan or solely on the established rural estate residential policies.
