Study Process

Metrolinx developed a stage-gate process to guide decision making for evaluating major transit investments. From project inception to the start of construction, stage gates- also known as “decision gates”- are applies at major milestones identified below.

Define (Complete)
Identifies problem statement and defines that the project needs to deliver.
Assess (Complete)
Initial Business Case (Options Analysis)
Evaluates options and determines a preferred option. Typical point at which funding for planning and preliminary design is secured.
Develop (We are here)
Preliminary Design Business Case
Refines preferred option, further clarifying scope, and cost. Typical point at which funding for procurement and build is secured.

Note: The next stages are dependent on funding being received for the Bus Rapid Transit.
Design
Full Business Case
Develops project framework, designs and requirements used as a basis for procurement.
Build
Full Business Case Updated (if required)
Procures and delivers the project
Operate
Post In-Service Business Case
After the asset is in service, monitors the benefits and costs to identify opportunities for enhancements and lessons learned.
Close-out
Closes out the project number and documentation after assurance that all remaining project work and contractual and financial obligations are settled.

Study Area

The study area is centred on the Queen Street-Highway 7 corridor between Mississauga Road in Brampton in the west to Helen Street the City of Vaughan in the east connecting with the Highway 7 Rapidway
